Sumner and the Mayor of Fredericks General Patrick crossed .the river on Friday, the 21st Instant, under flag of truce, with a communica tion from Sumner to Mayor Slaughter, stating that nnder eover Of the honses of the city shots had becu fired upon troops of his command, and that mills and manufactories were furnUhing provisions and material fur clotbing for armed bodies in rebellion sgainat the Government of tho I'uited States. He urges a cordial support of th J Confederate authorities U meani-es for jpommon defence. He forbears in view of the crisis to ob- jeet to the Conscript Law though viewing all sutli uets as against the spirit of tbe Constitntion. He r.lludcs to Lincoln's Emancipation Proclamation and recommends the formation of a Slate Guard of cltiiens under IS and over 45 for police duty makes an appeal for the. relief of soldiers families, and also, for immediate rlotbing of the soldiers in the field. He says tho State has furnished 41,000 Confederate troops, besides eight regiments of I State troops for Coast service. He advocates an amend ment to tho Stats Constitution, granting the privilege of suffrage to those who were citizens when, tho toufeuer- ito Constitution was adopted, and those born iu tbe Con uderacy. Ha also urges tho prompt organization of negro labor so that the fortifications around Charleston nay be made permanent. He pays a gloving tribute to Santhern women and es pecially to the women of Virginia, to whom South Caro lina owes everlasting gratitude.
